Brockhaus-Efron Jewish Encyclopedia  Sumy is a district city of Kharkov province. According to the 1897 census, there were 228 thousand

inhabitants in the district, among them 1,012 Jews; including in S. over 27 thousand, among whom 759 were Jews. As an exception to the

general restrictive rules on the residence of Jews in 1835, merchants were allowed to attend the Sumy fair; in the same year it was clarified

that Jews could not sell foreign goods at the fair (W. Poln. Sobr. Zak., No. 8565); this restriction was lifted in 1858 (ibid., no. 33162).
